About MISA
The Municipal Infrastructure Support Agent (MISA) is a government component accountable to the Minister of Cooperative Governance and Traditional Affairs (COGTA).
MISA’s primary objective is to build technical capacity in municipalities to improve:
- Infrastructure planning
- Infrastructure delivery
- Operations and maintenance
Through this bursary scheme, MISA aims to develop a pipeline of Built Environment professionals to strengthen local government.

MISA will award bursaries in the following disciplines:
1. Civil Engineering
- Universities: 10

2. Electrical Engineering
- Universities: 10
- Universities of Technology: 10
- TVET Colleges: 5
- Total: 25
3. Project and Construction Management
- Universities: 3
- Universities of Technology: 2
- Total: 5
4. Urban and Regional Planning / Town and Regional Planning
- Universities: 10
- Universities of Technology: 5
- Total: 15
5. Environmental Management
- Universities: 5
- Total: 5
Preference will be given to:
- Students from rural areas
- Applicants from households with a combined annual income below R600 000
- Youth from previously disadvantaged communities
- Persons with disabilities
Eligibility Criteria
Applicants must submit certified copies of the following:
- South African ID document
- Matric / Grade 12 certificate
- Latest academic records (if currently studying)
- Previous year’s tertiary results (if continuing student)
- Proof of registration (on institution letterhead)
- Proof of residence and enrolment form (if already studying)
- Proof of household income below R600 000:
- Affidavit by parent(s)/guardian(s)
- Payslips
- Affidavit of unemployed parents (if applicable)
- Financial statement from your institution
Failure to submit required documents will result in disqualification.
